On May 25th, with the mutual cooperation and promote between German BSK International and Vocational and Technical Education Society of Shaanxi Province, the Sino-German Higher Vocational Education Cooperation Federation (Shaanxi-Berlin) was founded in Shaanxi Polytechnic Institute (SXPI). Officials from Shaanxi Education Department and National Association of Vocational Education of Shaanxi China, Guests from German universities and BSK International, Represents of Shaanxi Higher Vocational colleges have witnessed the unveiling ceremony .

The mission of the Sino-German Higher Vocational Education Cooperation Federation (Shaanxi-Berlin) is to assist each member institution to achieve their own international mission by offering a range of opportunities and the sharing of best practice in higher vocational education and training. The Federation will also assist in the exchange of expertise, physical resources, sharing of initiatives, training collaboration and scholarly activities amongst members. Moreover, the Federation aims to provide support to its members towards improving vocational education quality and enhancing innovation that will facilitate a more competitive presence in the global higher vocational education arena.

After the founding ceremony, Seminar of Sino-German Applied Talents Cultivation was also held in Shaanxi Polytechnic Institute(SXPI), presentations were given on the seminar from Dr. Kai-Arne Fiedler, Dr. Sun Shanxue, Dr. Gregor Cornelius Jaburek, Professor Yuan Min, Dr. Heiner Dintera, and Mr. Zhan Ting
